Not enough has been said about making noise about nothing (although I think an olde author by the name of Shakespierce or something might have brushed on the subject)
It's conceptual noise. See Richard's comment on conceptual art in Avignon today.
"Boring images of street intersections elevated beyond belief..." Yes, that's what conceptual marketing is about. I hope it was clear enough that I think the same?
I have to agree with Chuckeroon that lots of forward planning has obviously gone into it. Seven years seem just right.

Ce que je trouve remarquable ici, je me trompe peut-être c'est que lorsque la lumière manque, dans l'emprise de l'ombre, et pourtant il pleut, c'est là que la façade est la plus apparente et la plus nette. Parce qu'alors il n'y a pas de reflet.
C'est le contraire d'habitude : l'ombre dissimule par temps de soleil.
Je dois avouer que pour finir, je suis très troublée et ai du mal à comprendre cette image.
