I know what he's thinking - "why do people always feel the need to walk out to the end of a pier?"
It's weird, isn't it?
It seems so pointless.
Of course, that never stops me from doing it.

I wonder why he is not sitting in the middle of the bench.
Would the photo have been have good if he was?
He looks like he is on a see-saw with the pigeon.

The man is of course making space for the hopeful arrival of a nice lady. (At least this is my bench behaviour.)

Peter - there are two strategies. Sit down on a bench and wait for one to come along. Find a bench with a woman on it, and sit down next to her.
